The Beijing Carbon Peak Implementation Plan will vigorously develop renewable energy such as photovoltaic power generation as an important measure to support the timely realization of the carbon peak and carbon neutrality goals, and clearly stipulates that by 2030, the proportion of renewable energy consumption in the city will reach about 25%. Recently, the Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Planning and Natural Resources Commission, and the Municipal Housing and Urban-Rural Development Commission have studied and formulated the "Notice on Printing and Distributing the Implementation Opinions on Promoting the High-quality Development of Photovoltaic Power Generation" (hereinafter referred to as the "Implementation Opinions") and the "Notice on Printing and Distributing the Support Policies for Promoting the High-quality Development of Photovoltaic Power Generation" (hereinafter referred to as the "Support Policies"), and proposed work measures and support policies to promote the high-quality development of photovoltaic power generation.<\/p>\n
1. Policy formulation background<\/p>\n
Solar energy is one of the most abundant and best-developed renewable energy types in Beijing. Photovoltaic power generation technology is mature and has flexible application forms. It has a wide range of application scenarios in Beijing and can be integrated and applied in urban buildings, industrial parks, factories, infrastructure, agriculture and rural areas, providing clean and green electricity for various buildings and facilities. Accelerating the development of photovoltaic power generation can further increase the proportion of renewable energy applications, promote green and low-carbon energy transformation, and provide strong support for achieving carbon peak and carbon neutrality goals.<\/p>\n
Since 2015, the city has actively supported the promotion and application of photovoltaic power generation, and promoted photovoltaic power generation from pilot demonstration to a new stage of expanded application. By the end of 2022, the city's photovoltaic power generation capacity will reach 953,000 kilowatts, an increase of about 5 times compared with 2015, and the annual power generation will be 910 million kilowatt-hours, equivalent to the annual electricity consumption of 250,000 households. More than 600 industrial and commercial enterprises, more than 300 schools, and 25,000 households in the city use photovoltaic power generation systems, and a number of high-quality demonstration projects such as the photovoltaic building of the China Academy of Building Research, the photovoltaic application of Fengtai Station, and the photovoltaic application of Beijing Benz Factory have been built, exploring and forming an effective path for the integrated development of photovoltaics and cities.<\/p>\n
During the 14th Five-Year Plan period, the country has established the goal of large-scale development, high-proportion development, market-oriented development, and high-quality development of renewable energy. Renewable energy will further lead the mainstream direction of the energy production and consumption revolution and play a leading role in the green and low-carbon transformation of energy. The city will promote the integrated development of photovoltaic power generation and urban development as the main direction, vigorously develop the integrated application of photovoltaics with buildings and facilities, promote the new model of diversified integration and comprehensive application into various fields, and lead the transformation of production and lifestyle to green and low-carbon.<\/p>\n
II. Main Considerations in Policy Formulation<\/p>\n
During the policy research and formulation process, full consideration was given to Beijing's development characteristics of large urban scale, large built-up areas, and high planning and management requirements. Guided by the implementation of the city's master plan, the policy focused on the main line of high-quality development of photovoltaics, insisted on effective improvement in quality and reasonable growth in quantity, and innovatively developed new technologies, new scenarios, and new business formats for urban photovoltaic power generation. The policy fully stimulated market vitality and strived to build a new model for the high-quality integrated development of photovoltaic power generation and cities.<\/p>\n
1. Scientific and reasonable layout<\/p>\n
Implement the requirements of the overall urban planning and control, implement zoning and classification management, and implement standardized management, refined application, and large-scale development strategies for the capital's functional core area, central urban area, plain new town, and ecological conservation area. Strengthen the connection and integration of photovoltaic power generation with planning at all levels, and strengthen its application in key areas such as industrial parks, urban buildings, infrastructure, agriculture and rural areas.<\/p>\n
2. Promoting the improvement of development quality<\/p>\n
Propose work measures to support the multi-coupling and comprehensive application of photovoltaic power generation, and strengthen innovative applications. Strengthen the design management of photovoltaic power generation projects, and strictly abide by the relevant requirements of the regional ecological environment, urban landscape, and fifth facade control. Improve the standard system, strengthen monitoring and certification, strengthen safety management, clarify key technical indicators, and improve the overall application level of photovoltaic power generation.<\/p>\n
3. Implementing efficient and precise support<\/p>\n
In order to improve the effective path for the high-quality development of photovoltaic power generation in the city, we put forward a classified support plan: First, encourage the society to widely participate in the application of photovoltaic power generation, and give reasonable subsidies to high-cost and low-return areas such as rural houses and public institutions. Second, guide the improvement of quality, support scientific and technological innovation, comprehensive application, and large-scale development. At the same time, by establishing a planning standard constraint mechanism, accelerate the process of promoting photovoltaic power generation from policy support to market-oriented development stage.<\/p>\n
III. Main Content<\/p>\n
(I) Main contents of the Implementation Opinions<\/p>\n
In view of the actual situation of photovoltaic power generation development in our city, we have proposed five measures to promote the high-quality development of photovoltaic power generation.<\/p>\n
First, high-starting point planning. Strengthen planning guidance, make the application requirements of renewable energy such as photovoltaic power generation an important part of the urban planning system, and promote the coordinated development of photovoltaic power generation and urban construction. In accordance with the requirements of the Beijing Carbon Peak Implementation Plan, the photovoltaic coverage rate of the roofs of new public institution buildings, new parks, and new factory buildings shall not be less than 50%.<\/p>\n
The second is high-quality construction. Improve the photovoltaic design capabilities of design consulting agencies, establish a photovoltaic design technology system, and strengthen coordination with professional architectural structure design, electrical system design, and architectural appearance design. Propose measures such as promoting style integration and improving standard requirements, and clearly require that the appearance and color of distributed photovoltaic power generation projects should be integrated with the main building and the surrounding environment, and the height of rooftop photovoltaic facilities should meet the control requirements such as building height, so as to promote photovoltaic buildings to better integrate into the urban landscape.<\/p>\n
The third is high-level application. According to the distribution of photovoltaic power generation application resources in the city, we will comprehensively promote the integrated application of photovoltaic power generation in new buildings, vigorously promote the application of photovoltaics in industrial parks, infrastructure, public institutions, agriculture and rural areas, and key municipal projects, and continuously improve the technological innovation, comprehensive application, and diversified development of photovoltaics in the fields of integrated energy services, virtual power plant construction, and renewable energy hydrogen production.<\/p>\n
Fourth, high-efficiency services. On the basis of clarifying the requirements for planning, design, construction, and application, we will increase the intensity of \u201cdelegation, regulation, and service\u201d for renewable energy such as photovoltaic power generation. We will optimize filing management and improve filing efficiency. We will strengthen grid-connected services, shorten processing time, and not impose arbitrary conditions. We will strengthen policy and financial support and continuously improve the market environment for photovoltaic development.<\/p>\n
Fifth, high-standard management. Standardize project construction management, carry out project design and construction in strict accordance with national, industry and local standards, and clarify relevant requirements for construction, product quality, and acceptance testing. Strengthen sustainable operation and maintenance, establish and improve project operation and maintenance and safety management systems, promote the socialization of photovoltaic power generation operation and maintenance, expand the renewable energy third-party operation and maintenance market, and strengthen operation monitoring.<\/p>\n
(II) Main contents of the Support Policy<\/p>\n
It is proposed to provide support for photovoltaic power generation projects that are connected to the grid and generate electricity between January 1, 2022 and December 31, 2025 and meet the conditions.<\/p>\n
First, subsidies of 0.1 yuan, 0.26 yuan, and 0.03 yuan per kilowatt-hour will be given respectively to distributed photovoltaic power generation projects built by individuals using their own legal rural houses, distributed photovoltaic power generation projects for non-residential users such as schools and social welfare facilities that implement residential electricity prices, and distributed photovoltaic power generation projects that implement large industrial electricity prices.<\/p>\n
Second, support the application of new photovoltaic technologies, new materials, and new models; accelerate the overall planning and orderly implementation of photovoltaic power generation projects in the fields of infrastructure, public institutions, urban renewal, municipal key projects, industrial parks, etc.; support the construction of photovoltaic power generation projects combined with ecological restoration of abandoned mining areas, ecological improvement of landfills, and facility agriculture construction. For the above types of photovoltaic power generation projects, the municipal government's fixed asset investment will provide financial support of no more than 30%, 20%, and 10% of investment in photovoltaic power generation system construction.<\/p>\n
Through the above-mentioned measures, we will strive to improve the quality and scale of photovoltaic power generation development, and achieve the goal of reaching 2.5 million kilowatts of photovoltaic power generation installed capacity by 2025, to provide strong support for accelerating the green and low-carbon transformation of the capital's energy and achieving the carbon peak and carbon neutrality goals.<\/p>","protected":false},"excerpt":{"rendered":"
